that shipping work rust always receive immediate attention if the interests of the port are not to suffer.

I think that it will be admitted that the Head of a Department such as the Harbour Department should be able to go out on inspection trips so as to enable him to be in touch with the outstations and lighthouses and to be able to see from personal observation what is going on. This at present is impossible owing to the volume of office work.

In view of the above I would submit it is necessary to appoint a third Senior Technical Officer and I would propose that the following alterations be made in the Senior Staff of this Department.

(a) Lieut. Comdr. Conway Hake H. N. R., the present Assistant Harbour Master, to be promoted to Deputy Harbour Master on salary of £900 by annual increments of £40 to

£1,000.

(b)

Assistant Harbour Master to be appointed on

salary of £700 by annual increments of £30 to £650.

I regret that this proposal should not have been put forward sooner so that, if approved, it might be included in the 1915 Estimates but I would point out that at the time that I arrived in the Colony the Estimates were then overdue, and that when they were finally forwarded,

I did not consider that I had had sufficient experience of this Port to put forward such proposal. The Assistant Harbour Master spoke to me on the subject but I did not consider that I was justified in laying the matter before you until I had had sufficient time in which to form my own opinion from personal experience.
